In parallel to this development, another exciting period started on the world scale.
As the policy of the United Nations to accept only the central governments as a koza (working groups) has been ruined, international communities found the solution directing the local authorities and the non government organizations.
This period started to cause the local authorities and the non governmental organizations to become active and indispensable partners internationally.
