On the verge of the Summit, in Curitiba, Brazil, local authorities and their international organizations have agreed on a set of principles on the contribution of local authorities to sustainable development, which were incorporated into the final draft of Agenda 21 as the celebrated Chapter 28 during the fourth and final Prep Com meeting in New York.
 
Chapter 28 of Agenda 21, prepared on the basis of the Curitiba Declaration, underlines the vital role played by local authorities, as the level of governance closest to the people, in educating, mobilizing and responding to the public to promote sustainable development. A number of objectives concerning local authorities are brought forward in this chapter.
 
As the primary objective, the local authorities in each country are anticipated to undertake a consultative process with their populations and achieve a consensus on a “Local Agenda
21” for the community.

Within the context of the envisaged activities for attaining this priority goal, each local authority is encouraged to enter into a dialogue with its citizens, local organizations and private enterprises for developing and adopting its Local Agenda 21.
